Engr. Samuel Onyinye Okoro is a Nigerian mining engineer, public administrator, and philanthropist serving as Special Adviser to Governor Peter Ndubuisi Mbah of Enugu State on Solid Minerals and Mining. A son of Nkanu land with over two decades of hands-on experience as a practicing miner before entering public service, he also chairs the Mineral Resources and Environmental Management Committee (MIREMCO), Enugu State Chapter. Beyond government and industry, Okoro has recently extended his reach into the creative economy, lending his support to Nollywood as part of his broader philanthropic engagement with Enugu State's growing entertainment sector.

As Special Adviser on Solid Minerals and Mining, Okoro is the lead architect of Governor Peter Mbah's roadmap to revive Enugu's mining sector — historically anchored by the city's identity as Nigeria's "Coal City" — after decades of dormancy following the collapse of the colonial-era coal industry. He has stated that this exploration phase impressed a visiting Senate Committee on Solid Minerals, which reportedly commended Enugu's approach as a potential model for other states.
Coal-to-Power Strategy
Okoro has publicly championed the administration's plan to generate approximately 1,000 megawatts of electricity from the state's coal reserves, describing it as "a statement of purpose" rather than mere political messaging, with implementation work already underway as part of a long-term strategy to address energy shortages and support industrial growth.
Sanitizing the Mining Sector
A central plank of his tenure has been cleaning up Enugu's mining ecosystem. The administration found more than 100 mineral titles in the state, with fewer than 1% actively being developed — many held by speculators with no genuine mining intent. Okoro's office has worked to retrieve dormant titles and redirect them to investors prepared to develop them, while shutting down over 40 illegal mining sites and supporting the prosecution of offenders.
Inter-Agency Collaboration
In August 2024, Okoro led a MIREMCO delegation on a courtesy visit to the EFCC's Enugu Zonal Office, appealing for closer collaboration in tackling illegal mining as an economic crime. He emphasized the need for public enlightenment so that miners operate within the correct state jurisdiction and licence category, and committed MIREMCO to sharing intelligence with the Commission.

Philanthropy & Entry into Nollywood
Alongside his work in public office, Okoro is known as a philanthropist who has recently extended his support into Nigeria's film industry. He is credited as an Executive Producer on The Devil's Godfather, a political drama produced by actress Patience Erdoo Yisa (Patience Yisa TV) that premiered in Enugu in 2026 and quickly became one of the most-watched Nigerian films on YouTube. The film — featuring Kanayo O. Kanayo, Destiny Etiko, Yul Edochie, Alex Usifo, Jane Obi, and Emma Ayalogu — was produced in collaboration with Earthcore Mining and Energy Resources Limited, and has been widely discussed as a milestone for Nollywood productions originating outside Lagos.

As with most public officials overseeing a contested and high-value sector, Okoro's tenure has drawn both praise and scrutiny. State-aligned coverage has credited him with reviving long-dormant exploration work and disciplining an industry rife with speculative and illegal licences. At the same time, at least one independent miner has publicly alleged, via a petition reported by Leadership newspaper in February 2025, that Okoro — in his capacity as MIREMCO Chairman — was involved in a site access and product-removal dispute connected to her mining title. Okoro, through the state government, responded that it sought to have the complainant adhere to safe mining practices and pay approved charges, and did not directly address the specific allegations of encroachment or theft. The matter was reported as having been escalated to federal regulatory and law-enforcement bodies.
